Today, 1,100 delegates from 76 countries celebrated the World Meeting of the Anti-Fascist International Promoter Team in Caracas, with the aim of laying the solid foundations that will allow the creation of a powerful global organic structure that will defeat and definitively extinguish Fascism, Neo-Fascism, Zionism and similar expressions.

The Anti-Fascist International is inspired by the principles of revolutionary internationalism in order to articulate the struggle of all the peoples of the Global South to preserve life, save the human species and the planet from fascism, neo-fascism, Zionism and similar expressions. We consider that the resurgence of these historical aberrations constitutes the greatest threat that the world faces today. We need to coordinate binding and supportive actions that penalize the practices of instigation to hatred, extremist fanaticism, xenophobia, misogyny, aporophobia, revenge, violence, death and all forms of annihilation of differences pursued by fascism.

We express our firmest will and enthusiasm to create new forms of community, promoting actions of resistance that allow us to form a great historical block to turn destiny into consciousness. For this reason, we meet here today to baptize Caracas as the radiating epicenter of the world struggle against fascism. To this end, the free peoples and defenders of a new world constitute a Promoting Team of the Antifascist International.

For this reason, today, November 28, 2024, from Caracas, Venezuela, land of Simón Bolívar and Hugo Chávez, bravely led by President Nicolas Maduro, after an intense and fruitful path walked together, we close this Meeting resolving to present to the world The Antifascist Declaration of Caracas. A declaration that aspires to overcome the phase of diagnoses on fascism, neofascism and similar expressions to actively and collectively combat this dangerous expansionism. In this sense, the plenary made up of one thousand two hundred delegates from 76 countries, PROCLAIM:

  1. Our commitment to popular, participatory and proactive democracy of the peoples, as a fundamental axis for the promotion of World Peace, the peaceful resolution of conflicts and the defense of the sovereignty of the peoples.
  2. We demand the immediate cessation of all forms of violence and crimes of aggression against the peoples who are victims of Zionism, including the illegal occupation of their territories, neo-colonialist practices and the violation of their right to self-determination. We urge all peoples of the world to act to put an end to this genocide and support the legitimate aspirations of the peoples for sovereignty, freedom and justice. For all these reasons, we advocate for the full and immediate international recognition of the State of Palestine and the sovereignty of Lebanon.
  3. Support a peaceful solution to the war instigated by the expansionist and warlike machinery of NATO in Ukraine, against the Russian Federation. We call upon all humanist and progressive forces in the world to unite all efforts to preserve the strategic security of all nations and avoid a nuclear conflagration.
  4. The rescue of the historical experiences of struggle of all peoples of the world against fascism and bourgeois liberal democracies. In particular, we vindicate the epic of all peoples of the former Soviet Union in the victory over Nazi-fascism, which defended the freedom and culture of humanity against Nazi barbarism.
  5. We condemn all forms of war and interventions imposed by imperialist powers, which seek to destabilize and subjugate the peoples of the world.
  6. Our rejection of imperialism as a structural promoter of fascism through the constant sowing of fear and terror in the economic, political, military, technological, cultural and social spheres. Imperialism seeks to ensure its hegemony, the exploitation of peoples and the plundering of the natural and strategic resources of the planet.
  7. The defense of education and the construction of a NEW WORLD, more sensitive and humane, multipolar and multicentric, is sown and harvested with education as a praxis of social transformation, thus connecting the university with our people.
  8. Establish a think tank that deepens research, study and training to decode the multiple mutations of fascism and succeed in neutralizing its various strategies and tactics.
  9. Assemble a movement of computer and systems technologists that allows us to challenge the algorithms and communication networks controlled by economic powers.Nuestro compromiso con la democracia popular, participativa y protagónica de los pueblos, como eje fundamental para la promoción de la Paz Mundial, la resolución pacífica de los conflictos y la defensa de la soberanía de los pueblos.
  10. The Antifascist International is convinced that we must make use of hybrid communication strategies that include emerging technologies as well as traditional ones, including banners, murals and flyers. We must look at each other face to face to discuss and generate revolutionary processes, promoting humanity in all our communities.
  11. We assume the novel and mutating ecosystem of digital ideological networks (misnamed social networks) as an epistemic and, at the same time, practical challenge. Although their contents are ideological goods at the service of the social metabolic reproduction of the capitalist system, it is also clear that they can facilitate the creation of networks to debate, investigate and update our cognitive defense policies. Therefore, we need to promote a critical, active, effective and responsible use of emerging technologies, promoting initiatives to counteract the disinformation and lack of communication that produce the atrocities of cognitive warfare and hate campaigns against our peoples. In this sense, we declare ourselves in permanent struggle against the hegemonic centers that promote fascism from the technological platforms and the transnational corporations of communication and digital networks.
  12. We must strongly resume the defense of human rights. We express our condemnation of all forms of violation of human rights perpetrated by imperialism through fascism, neo-fascism, neo-colonialism and other forms of oppression aimed at subjugating sovereign nations and undermining the good living of our peoples.
  13. Implement policies and actions of solidarity with Palestine, Saharawi, Cuba, Nicaragua and Venezuela, and against unilateral actions.
  14. Our unity must be national, regional and global. The struggle must find us organized, side by side, in a broad diversity that includes workers’ struggles in countries facing fascism and neoliberal genocidal policies.
  15. The Antifascist International, as well as the recent proposal of the Youth Festival to be held on January 8, 9 and 10, 2025, not only adheres to it but also calls for the Great Festival of Festivals of the Movements for Humanity of the Antifascist International with the assistance and participation of all sectoral and regional chapters, whose conclusions will be presented at the Great Plenary of the Antifascist International as the highest political decision-making body of the International.
  16. To establish the World Observatory against fascism, neo-fascism, neo-colonialism and other forms of oppression, an international body dedicated to monitoring, investigating and denouncing imperialist and fascist aggression, supporting countries that are victims of these forms of violence and strengthening cooperation between different parliaments in order to defend the sovereignty of peoples.
  17. To create the Executive Secretariat of the Anti-Fascist International Movement, based in Caracas, as the body responsible for coordinating the organisational, communicational and ideological aspects of the organisation, ensuring the effective monitoring and coordination of political action.
  18. To convene a meeting of intellectuals and academics in January to formalize the creation of a think tank, called the Caracas Forum, aimed at strategic reflection and the generation of proposals for the anti-fascist struggle.
  19. To create a network of jurists linked to the Anti-Fascist International, aimed at providing legal support for the actions promoted by the organization.
  20. We commit to founding work teams of the Anti-Fascist International in the 76 countries participating in this World Meeting, as an organic platform to guarantee victory in the definitive battle against fascism, neo-fascism, Zionism and similar expressions.

The basis of our unified work must be the Caracas Antifascist Declaration for a New World.
